Settling Censorship Behavior (Television and Radio)

To estimate censorship patterns, we have to first estimate what cultural, demographical, and psychological patterns a group of people or society has. Culturally, one statement that is offensive in one culture could be acceptable in other. Even when the content is unacceptable in certain region, It can be presented using constraints. Constraints like parental control advised, programming at late night etc.
To what extent a program should be censored, can be answered if we analyze the extent to which the society accepts censorship. Censorship board must take into account the religious views of the masses. To respect the views of the masses, the programming should be in accordance with the code and conduct that masses accept. In many eastern regions, the nudity is an offense that impacts the children. Even Indians whose have gods/goddesses are in the form of nude sculpture, demand that the programming must be free of nudity. But we have to cater the demand too.
Commonly people tend to think of seeing programming that is good to their children, easy to grasp, and aliened to their personal perceptions. Vulgar language could be good for street hooligan but is deeply offensive to parents, who watch programming with their children.
I believe the programs should be censored to the extent to which the society accepts. Even when people think of some program as good, uncensored, then they must see the consequences of their decisions. For example if some country asks the news agencies to cover every detail of the terrorist attach in picture and movie, based on the popular demand that government should not censor violent images, the impact of this programming will be devastating to children and youngsters.
The balance should be made in terms of whats sense and whats non-sense. Everybody knows that nudity is bad, but one can argue to give exclusive license to those who think its good. Many companies in different countries cater different groups in terms of censorship. Groups tend to think as 'For me my religion, for you, yours!'. This type of attitude is good since, it will entail that people who are inclined to vulgar programming could see particular programming and those who want censorship should rely on parental control.
The other thing that is important in terms of censorship is that to what extent people are empowered on the matter. If the censorship of some news agency is due to some personal prejudice of some ruler, then their must be a public mechanism that protects the news agency.
I believe each group must conform to the believes and norms of that particular group, and should consider opinion polling on the regular basis. Its not the matter of too what extent one can censor, its the matter of to what extent particular group is inclined to.
